A refrigerator quotation can look complete while leaving the most important questions unanswered: what products will it hold, who will monitor them overnight, and what happens when power fails? For vaccination services in Uganda and South Sudan, the purchasing decision should cover the whole storage system, not just a cabinet.
This is a procurement planning guide, not a vaccine-handling protocol. The immunization lead must approve product storage conditions, equipment suitability and the operating procedure under the relevant national programme and manufacturer instructions.
Start with the stock, not the litre rating
Prepare an inventory of vaccine presentations, packaging sizes, delivery frequency and expected peak stock. Identify any products requiring a different storage condition. Do not assume that a refrigerator suitable for one product is suitable for all vaccines, laboratory reagents or medicines.
Ask suppliers to distinguish gross cabinet volume from usable storage capacity. Request a proposed shelf or basket layout for your actual packages. Include space for segregating stock according to the facility's approved procedure, rather than calculating capacity from an empty cabinet photograph.
Specify a suitable unit and monitoring system together
The CDC Vaccine Storage and Handling Toolkit, July 2026, recommends purpose-built or pharmaceutical-grade equipment and continuous temperature monitoring using an appropriate digital data logger. Its recommendations are a useful technical reference, not a substitute for Uganda's or South Sudan's programme requirements.
Ask whether the quoted package includes a monitoring device, calibration documentation, alarm functions and downloadable records. Require an explanation of what the cabinet display measures and what the separate monitoring record captures. Confirm how staff retrieve data without depending on a particular employee's phone or laptop.
For programme procurement, ask the responsible authority whether WHO prequalification is required. Check the exact model and current listing rather than accepting a brand-level claim. WHO's temperature-monitoring device guidance is a useful starting point for discussing equipment-monitoring requirements with the programme team.
Describe the real power conditions
Send the supplier a site brief: electricity supply, outage history, available backup, installation-room conditions and who maintains the electrical system. Ask for documented operating limits and any claimed holdover performance, including the conditions under which it was measured. Do not treat a generic backup-time statement as a guarantee for your facility.
Request separate costs for any required electrical work, power protection, monitoring accessories and installation. If a solar option is proposed, ask for a site-specific design and a complete component list. A hospital with reliable mains supply and a remote outreach base may require different solutions.
Agree acceptance criteria before delivery
- Exact model, capacity and supplied accessories match the approved order.
- Installation clearance and electrical arrangements meet the manufacturer's instructions.
- The responsible team checks temperature records and alarm operation using an agreed commissioning procedure before releasing the unit for stock.
- Staff receive operating, cleaning, fault-reporting and data-download instructions.
- Warranty exclusions, service contacts and spare-part arrangements are documented.
Use our delivery and handover checklist to assign these responsibilities. Agree who signs acceptance and what happens if the unit does not meet the specification.
Budget for an outage response, not just an alarm
Identify the staff member and backup contact who receive alerts. Ask the clinical lead to document the response to a temperature excursion, including stock segregation and assessment under programme guidance. An alarm is useful only when someone can respond.
Before ordering, identify an approved alternative storage location and the arrangements for monitored transport. Include recurring costs such as calibration, maintenance, connectivity where used and replacement monitoring components in the comparison. Our quotation comparison guide helps separate included equipment from ongoing responsibilities.
